Animal Noises
You may file a complaint if disturbed by an animal that barks excessively, howls, crows, or makes other unreasonable noise. Disturbances should be filed with Animal Services at 916-725-7387 or by using our online Service Request Form. For more information click barking complaints
Barns, Pens & Other Enclosures
Pens, stables, and enclosures may not be erected within 20 feet of an adjoining property line. For additional information, contact the Planning Division.
Chickens, Roosters & Other Small Animals
Small animals under 75 pounds in weight for the private use of the property owner, may be kept within the city based on sufficient square footage for the number of small animals. There is a 10,000 square foot lot size minimum. Check with the Planning Division to find out the size of a particular property. To report a violation, use our online Service Request Form. Horses & Other Large Animals
Large animals such as horses or cows for the private use of the property owner, may be kept within the city on property of sufficient square footage for the number of large animals. Number of Animals
Citrus Heights Municipal Code 8-93 states if a household has 5 or more dogs it is considered a kennel. It also states if a household has 5 or more cats it is a considered a cattery.
Citrus Heights Municipal Code 8-90 states all dogs and cats over 4 months of age shall be licensed. CHMC 8-91 and CHMC 8-92 describe requirements for licensing.

Leash Laws
All dogs are required to be leashed when they are not confined to their own property (Citrus Heights Municipal Code 8-46).
